Perhaps this is my bias speaking.
But I see him as a man attempting to redeem himself for the accidents he committed in oversight.
But they continue to see the short term. What he was. Who he was, rather than what he's changing into.
I'm sensing a pattern repeating itself as it happened with Crane.
They want a long term solution to what is ultimately a short term problem. As I understood it, Crane was getting better. Instead? He's murdered.
And I wouldn't be surprised if they'd do the same to Flavius if given half the chance.
